Why Window-Mounted Heat Pumps Could Transform Rental Housing


As cities work to reduce building emissions and improve energy efficiency, one challenge remains particularly difficult: upgrading older apartment buildings without costly renovations. For many renters, outdated heating systems and inefficient window air conditioners are still the norm.


Window-mounted heat pumps are a promising solution. Unlike traditional window AC units, these systems provide both heating and cooling in a single appliance. They work by transferring heat rather than generating it, making them significantly more energy-efficient than conventional electric heating systems. Their biggest advantage, however, is ease of installation. According to a recent WBUR report, many models fit into existing windows and plug into standard electrical outlets, reducing the need for expensive building modifications.


The technology is already proving its value in real-world housing projects. In Boston, the Boston Housing Authority recently installed 100 window-mounted heat pumps at Hassan Apartments, an affordable housing community for seniors and adults with disabilities. The pilot project aims to improve resident comfort while lowering energy consumption and emissions, with installations taking less than 30 minutes per unit.


Momentum is also growing in New York City. In April 2026, the New York City Housing Authority (NYCHA) unveiled its 2026 Sustainability Agenda, which includes a five-year plan to install window heat pumps in 20,000 public housing apartments. The initiative is designed to replace fossil-fuel-based heating systems with cleaner, more efficient heating and cooling technology while improving indoor comfort for residents. 


Beyond environmental benefits, window-mounted heat pumps could make building electrification more accessible for landlords and housing providers. A recent analysis by Shelterforce notes that large-scale adoption of window heat pumps could lower retrofit costs and accelerate the transition to cleaner housing across the affordable housing sector.


While the technology is still gaining traction, growing public investment and successful pilot programs suggest that window-mounted heat pumps could become an important tool in creating more sustainable, comfortable, and energy-efficient homes for renters. As cities continue searching for practical decarbonization strategies, these compact systems may offer a realistic path toward cleaner housing without the disruption of traditional HVAC retrofits.
